After assessing community needs, Winterbrook has worked effectively with local governments to prepare long-range comprehensive plans and plan amendments, specific area plans, public facility plans, and land use regulation amendments that maximize policy objectives while meeting the rigorous requirements of Oregon’s Statewide Planning Program.

Winterbrook worked closely with retired Planning Director Harold Black to prepare amendments to the Natural Hazard chapter of the Wallowa County Comprehensive Plan, and a new Wildfire Hazard Overlay Zone applied to mapped “communities at risk” and “wildland urban interface areas”.
Winterbrook is leading the Seaside School District’s application to amend the Seaside UGB to accommodate a new K-12 campus above the tsunami inundation zone.
Winterbrook developed a master plan to revitalize Oregon City’s Willamette Falls district, a 22-acre site flanked by the Pacific Northwest’s largest waterfall. New, mixed-use development and a public riverwalk will replace a now-defunct paper mill.
The Dalles Cultural Resource Management Plan provides a comprehensive framework for coordinating with Indian Tribes to identify and protect significant cultural resource sites in advance of urban development.
Working with City of Tigard and Clean Water Services, Winterbrook drafted a new Plan District that addresses current and future plans for the CWS' Durham Treatment Facility in Tigard.
Winterbrook drafted Oregon City zoning code language to create a master plan chapter and a new “Institutional” zoning district.
