OVERVIEW:

Winterbrook led the land use permitting and environmental documentation tasks for the replacement of a water pump station. The site is within a public park, a 100-year floodplain, and local Greenway and Design overlay zones. The project required extensive public outreach, negotiating a complex array of rules and regulations, and obtaining five separate City land use permits: Zone Change, Design, Conditional Use, Greenway, and Adjustment Reviews.

The project received unanimous approval from the Portland Design Commission for its building and site design and strong support from adjacent neighbors.  The City’s land use Hearings Officer approved the five land use reviews for the project.
